When a Paypal transaction shows as 'completed'..

Is it really completed? I had a buyer who said he didn't have the whole amount in his paypal account and that the rest would have to come out of his bank account, taking 2-3 days. However, the transaction says it is complete. Does that mean its safe to withdraw the money into my bank account and post his item? Or should I wait a few days?
