Can anyone tell me the new rules about paypal on ebay? Am I more protected as a buyer? URGENT!

I've won a pram on ebay but there's a couple of things that make me a bit concerned that the pram isn't going to arrive in the condition I am expecting it.

I don't want to pi&& the seller off but at the same time I don't want to get ripped off either.

Do the new rules with Paypal apply every time? Its just when I sold something recently it said that my funds wouldn't be released until 21 days after the auction or until the buyer left positive feedback? Is that right? Does it apply to every sale?

if you are a new seller ( I think under 20 items) paypal won't release funds until 21 days have passed or you recieve positive feedback

I sold something on ebay for the first time and got this message. Got positive feedback, so funds were released....

Think this is only for first sale?

if pram doesnt turn up as expected you should contact seller first and see if they will rectify problem if not open dispute with paypal but you have to give seller chance to rectify first

what makes you think it wont turn up as expected or are you just worrying?

Maybe I got that message because I hadn't sold anything for a while? I have quite a high feedback score so not like I'm a new seller.

I wont go into detail about all the things that are making me concerned, I just wanted to check the paypal thing.

I'll wait and see what happens and let you know!
