Does Ebay allow sellers to mis sell with postage?

I bought an item and paid 3.93 for next day delivery as was the auction condition. Item was 99p. Over a week later it still hasn't arrived and they claim it was posted second class (£1.55) as I had paid for and will arrive next week. I can prove I paid for the next day price. I no longer need the item. Where do I stand?

Thanks, I think I will have to do that as the bot cannot grasp my query. I was advised to open a refund request which I have done already as the item hasn't arrived. The seller responded with a lie about what I had paid for and that the item will still arrive. But I paid for next day delivery and that's what I needed.

Forgot. Ebay say they will help after 24th so I guess I wait till then. Seller not replying after initial deflection.

I had this issue once and eBay said they don’t get involved with postage disputes apart from if an item does arrive. This was over ten years ago though so it may have changed.
