Advice needed please

I bid and won an item on the 13th March, I paid for it by paypal on the 14th and since then I have waited and waited for the item to arrive. I have contacted the seller twice by email, first reply said yes, yes it's been sent, second reply was my mother is on holiday I'll go to the post office to check. One week later still nothing. I live in France, the seller is in Belgium, I've paid 25Euros for the iceskates and she charged me a suprising 26Euros for P&P. Can anyone tell me what I can do now and how do I get my money back as I've obviously been ripped off. Many thanks.

have you opened a formal dispute with ebay???? thats the first thing you need to do really

right if you go onto the ebay main page it has a help button....type in...opening a dispute...then scroll down to item not recieved or described.....it will have a link for you to open the dispute....have the item number ready

the dipute will open immediatlely....ebay will give the seller the chance to post or refund....if she does not respond further action is taken
