YOu need to file a paypal claim for non receipt of gooods, think the limit is around 4 weeks after winning the item but not sure on this.
He is legally obliged to send the tickets to you but in reality not sure how this can be enforced.

well the problem is that you have had no contact with him at all. if you open a dispute that may force him to get in touch, even if he then says "wait til x date"
you don't want to leave it and leave it and then it be too late to do anything at all

Just realised the seller doesnt have the tickets yet, but then how can he sell them before they are even issued? Sounds well dodgy.
Have you tried posting on the ebay answer board, there are some v helpful ebayers on there.

Just be aware that selling tickets so far in advance when the seller does not have them in hand is against e-bay rules (I know it happens all the time) and as such you may have no come back through ebay channels. Of course, ebay should take such tickets off, but then they wouldn't be making money would they?

I would contact ebay, I can well imagine selling tickets prior to issue is against ebay rules as it leaves the buyer open to scammers, with the short timescale to open disputes etc.
I think you should also get in touch with your credit card provider as you should be covered with them.

Just to give you some hope, in the past I bought some clothes on line from a company which went bust. I paid with my credit card and they refunded me the total cost of the clothes, they were really good about it. Def worth pursuing that avenue.

Ok. You have missed the deadline as paypal's limit is 45 days post transaction. (the 60 days is for an ebay dispute, hwich no longer holds any water)
The way to go is to contact your credit card company and ask them to do a chargeback 0-= basically they claim the money back from paypal as though it were unauthorised funds. This can be very successful but please do get onto them right away.
Ebay won't be interested as you've left it so long, also he is not allowed to sell tickets before possessing them -as someone else said.
Good luck, stop bothering with the seller, he is never going to reply I'd guess, you'll end up very angry and frustrated!

Wow, I didn't expect he'd get back to you at all! Don't risk it though. He is jjust scared of the police I think. I would definitely get the CC company involved, get your money back and get tickets albeit more expensive nearer the time.
