If you are listing multiple items - auction or BIN the listing fee depends on the total starting price of the items not per item.

Eg - If selling a BIN item for £5 the listing fee for one would be 25p but it would still only cost 25p to list 3. (well at £4.99 each only) as the total falls into the £5-£14.99 band.

Maybe you already knew and it was just me being dim!!
