Is best offer meant to be for offering under the auction start price or above it? I always get surprised by the number of messages I get asking me what the best price I can do on an item is - I thought the idea was buyers offer me their best offer?

I find people tend to offer below the auction start price. Very occasionally above if it’s a valuable offer.

I'm still confused by the people messaging me for what's the lowest I'll accept. I thought the whole idea was people would send me their Best Offer and I'll choose whether or not to accept

They are like the people who rush your stall at a car boot sale when you are still unloading the car - best ignored.
Best offer is useful if you have a price in mind so people can buy the item instead of waiting til the auction ends. If you aren't sure how much to charge and don't need a quick sale, just let the auction run once or twice without a best offer, and see what happens.

They can offer below or above, up to them. Up to you what you accept. You can set a lowest offer you’ll accept when you choose Best Offers on your items that your selling and you can also higher amount, above which you’ll automatically accept their offer. However, I get what you mean, why - if you’ve allowed offers - don’t they just make the offer through the proper channel instead of msging you about it? I also get irritated by buyers emailing asking what I’ll accept on items I haven’t added Best Offer on. Er, nothing, it’s an auction. I’ve basically decided to not take anything personally or let anything (except for the most extreme) to wind me up because it’s not worth it, ultimately I just want to sell my stuff and get some space and some money in. So usually I just politely answer and move on.
It’s like how irritating it is when people say things like ‘this is a size S but I’m usually a large twelve will it fit me?’ - What I want to say is ‘How the hell should I know, I didn’t make it, and I’ve never met you’. What I actually say is more like ‘Here’s the measurements on the brand website, if you’re unfamiliar with this brand please consider before bidding as I don’t offer refunds’. Basically take any emotion out of it or else it’ll drive you nuts. 😀

That benefits you best, but you telling them your lowest acceptable offer benefits them best.
