... an unpaid dispute on 16th as buyer seems to have dropped off the planet since winning auction on 7th.

How long do I wait for a response or can I do the second chance offer thingy to other bidder?

Also, do I lose out on fees?

Tis all so confusing.

if you have opened a non paying bidder dispute you should be able to close it I belive its a week or possibly 10 days after opening it, once you close the dispute they then get a strike against them and you get your fees back, if they havent replied to the non paying process they cant leave you feedback so if you leave negative they cant respond or leave you negative. Once the dispute is closed there is no reason not to do a second chance offer hope thats clear
