If my item does not sell do I still need to pay the fees?

I was selling a recliner lazyboy chair and it did not meet the reserve so did not sell, was going to relist but then noticed my ebay account says I have been charged £17 for the listing even though it did not sell. If I relist will I be charged again?

On a re-listed item If it sells they do normally refund the listing fees.
It will tell you at the bottom before you click to re-list.
