Buyer 'closed the return' - what does this mean?

Buyer asked for a return, after some questioning (as I do think item is as described, and they didn't) I've agreed and started the official return.

Ebay showed 'funds on hold', then I asked the buyer to post the item back next day, they were supposed to be paying for return post (UK, around 4 pounds). At this stage I contact the next bidder who wre interested in buying.
Next day it shows 'buyer closed the return' and also the held funds showed as 'released'. I've contacted the buyer asking whether they've posted the item - or have they possibly decided to keep the bought item - no response!
If they did post, item was supposed to arrive today but hasn't. I've asked again - no response, tried to contact ebay customer representative, they aer not available on chat 0 used to be much easier to contact then in the past.
With the new systen of ebay paayments, I really cant work out whether they]'ve refunded the buyer.
The worst hing is I already agreed to sell to next bidder but I don't understand what the old one is doing. Why would't you respond to messages, especally if decided to purchase after all- which of course is stange it itself after asking for a refund?
Or have they closed it because htey got the refund?
