Tier 4 collection

Are we allowed to buy and sell collection only items in a tier 4 area?

Are the items portable enough that you could arrange to meet up in a park or public garden to make an exchange?

I wouldn't do it with something that needed the buyer to enter the house but would be ok with a doorstep transaction with mask wearing
