How do I report a buyer?

I sold an item on Ebayer yesterday and almost straight away the buyer e-mailed to say somone else was using had used his ebay account to bid on the item.

He is a new user (aug 07) and only has 1 feedback.

How do I report the matter to Ebay for them to look into?

wait until day 8 (I think that's the length of time) and open a dispute for non payment. When the dispute ends you will get your fees back
