paypal dispute

Hi,
I have just opened a paypal dispute for something I got, or rather didn't get from ebay. Seller didn't send nor answer my emails. When I clicked to start the dispute, it came up with the message that the seller was not able to respond and to go straight to claim. Anyone know why that is? Just curious. TIA

Perhaps they are no longer an ebay user.

Ah thanks for that. They are no longer an ebay user so that must be a reason. Is there anyway of seeing if they are selling under another name? Thanks

does anyone know how long to paypal usually take to decide after you escalate the claim?
