And no bids, are the sellers expecting an offer of more than the suggested starting bid or less?

Is this a new thing? I’m sure they used to have it with BIN things, but not normal bidding.

I’ve always taken it to mean that the seller will consider a lower offer, I usually start at 2/3 of the asking price, then they make a counter offer, then you can make another 2 offers. Bear in mind that if the seller accepts your offer price, it’s binding

Yes it's new but better than the buy it now option as that had to be 40% over the start price.

Seller can set a minimum they won't accept, so you can offer lower than the starting price. You only get 3 chances though.

I'd expect at least the starting bid - but some might be happy for lower. The seller can counter your offer if they want a little more than you're offering.
