Pen marks on dress received on ebay

I received a used dress, marked as in good condition but I received it wrinkled with biro marks on one part of the back. They are quite visible. Its a fancy dress costume so not one to stick in a washing machine.
Is this something acceptable in used clothes or should i bring it up with the seller?

Request a return through eBay based on the item not being as described. You will get a pre paid returns label to rerun the item for a full refund.

I really like it though! Can I negotiate a partial refund? Its going to be a hassle though to get the marks out and I don't know if I will.

You can ask, yes - but the seller is under no obligation to offer a partial refund. A lot of sellers don’t as a matter of principle. No harm asking though!
