Insufficient postage on item

I bought an item a couple of weeks ago - a BIN item at what seemed like a low price. Postage was 2nd class signed for. After a day or so item was marked as dispatched. After a week, item had not arrived. I emailed the seller a few days ago to let her know that the item had never turned up. I received rather garbled reply as English is obviously not her first language, but the gist was that she wasn’t that fussed and I should just apply for a refund through eBay. Haven’t got round to doing that yet and yesterday returned home to find an ‘insufficient postage’ card from the post office. I suspect it is the item. I have to pay £3 to have the parcel delivered. How can I reclaim this from the seller, given that I have already paid for postage once. Will eBay assist? Many thanks!

eBay will assist through their help desk. Include photos of the card and the packaging showing that it has insufficient postage.

As far as I know eBay won’t get involved in postage disputes and won’t force the seller to refund this.

If the seller does refund it then it will be a goodwill gesture, unfortunately.
