Limited selling fee promotions

Probably a daft question but how do I actually get my listings covered by these. I have lots of Duplo to sell that I hope will benefit from the current £3 max selling fee offer.

But in the past I’ve clicked on the link in the email to accept similar ones, then completed a listing only to discover it has been used as one of my 100 free listings instead.

Any top tips what am I missing??

One trick I've noticed is that if you have multiple items in a single listing (the quantity available is more than 1) then the promotion isn't applied to that listing.

Wouldn’t be that as I’m just clearing out stuff the kids have outgrown.
Could it just be that you’re meant to use up your 100 free listings first??? Who does that!

All I can say is that once I'd learned to avoid the multiple items trap, when I list, the listings are based on the (£1/£3) promotion and don't come out of my free 20 or 100 listings.
