Looks like it’s coming from
China so chances are it’s been lost. Just wait the 7 days then ask ebay to step in and help, they will refund you.

It's a poor translation. They are basically saying they will refund you as you haven't received it but to please pay them back if the item turns up.

This has happened to me before, if I still have a use for the item I pay back, if it was for an occasion that's passed then I don't.

I thought they were sending a replacement, but were asking me to pay again, if the original one was to turn up, also!
