How to report a seller to Ebay

A few months ago, I was the sole bidder on an item on Ebay which I won. Eight days after payment, I get a message from the seller telling me her daughter took the item to the charity shop - she had just got back from holiday and discovered this so was refunding my money (which she did).
However, her feedback revealed that this has happened a few times before (and she doesn't sell much) - she had sold items (to sole bidders) and then cancelled the order later with an excuse. I left negative feedback for the first time in 13 years as an active Ebay user which led to a protracted to and fro of messages between us- she basically accused me of being a keyboard warrior and that she wished she hadn't told me the truth. I let it go but have now discovered she has listed the same dress again - exactly the same listing, pictures, everything. I can't figure out what's going on, but it feels wrong and I can't find any way of reporting her to Ebay without accusing her of something really serious, which this isn't. She refunded my money just before the 10 day deadline Ebay imposes and has now listed this 4 months after the original listing, so I can't link it to the previous listing as it is more than 90 days since. Any suggestions?

Just report to eBay and chalk it to experience

I think I'll have to just suck it up as it's not that serious - I just felt a bit aggrieved that, after all the accusations thrown at me, it seems she really was just telling lies. She's actually listed it for quite a bit less this time around. I can't work it out.

You did the right thing leaving negative FB and you can report her to eBay as a non performing seller.

If you still have the end of auction e.mail or something with the item no. sometimes if you enter the listing details, or parts of them into Google it will bring up the listing.

I have had this happen to me over the years, items removed from sale that I was bidding on (because they had an off Ebay offer) or something not sold for high enough price and I screenshot the page and watch for it to be re-listed, sometimes under another id.

There was a way to report a seller once, but you could try live chat (if you can find it) and they can check the seller's history. Also block their user name and e.mail in your Ebay if you sell.

Sorry, missed Lottie's reply, I couldn't find the non-performing seller link last time I tried to use it. (Where is it nowadays?)
