Wrong item refunded - can I still leave negative feedback?

Ordered something in December, the seller sent me a completely different item from that in the item description and picture. Through ebay, I asked for refund, which they agreed to and I got a free returns label from ebay. I finally got the refund into my Paypal account today after more than a month, no communication or apology from the seller.

OK, they have refunded me, but I feel the whole experience was poor, so I would be justified in leaving negative feedback. But if I do, is there anyway they can reclaim the refund from my Paypal account, does anyone know?

Yes you can still leave negative feedback. The refund can’t be reclaimed.

I’d personally leave a neutral for this.

I leave negatives for when sellers are rude or uncommunicative.

Thanks lottie. It's not so much the time taken and lack of direct communication, but I do feel it's bad that they sent me something completely different from what was advertised, though, that's the main reason I was thinking negative feedback, to warn others.

Presumably it was a mistake and you got a refund. Neutral would be appropriate for that for the poor communication

Could have been a genuine error (it has happened to me before when I’ve had a lapse in concentration), but the lack of communication is very poor.

The couple of times I’ve done it I’ve sent a grovelling apology, let them keep the item they received by mistake and sent the right item first class the next day.
