BOught item off eBay two weeks ago hasn’t arrived, checked feedback and item was sold and not posted before!

That’s the secound time this month this month I have bought something and it’s not been shipped. I bought a low cost item two weeks ago. I has t come so I emailed the seller yesterday. Today I checked for a reply - nothing.
Looked at the feedback and the seller has listed it before but not posted it! Last month. I missed it in her 97.5 rating so the seller only has two negative feedbacks.
I really need to check feedback carefully. I have been on eBay for years but recently I’m being ripped off left right and centre.
Should I leave bad feedback now? Postage was £6!

Done that. I’m so angry I just kept on waiting thinking it was busy with Christmas postage.
Why not set a higher start price? Or a reserve price rather than keep on selling it but not posting it out?
I have sold things for 99p and sucked it up or then taken things like that to charity if I can’t get much for them.
She could have even made up a story saying she had lost it. But taking my money and doing nothing is so off.
