If the reserve is not met on an item is the seller allowed to offer to sell it to the highest bidder( at the bid price ) even though it did meet the reserve ?

I had an item miss the reserve price. i contacted the highest bidder to see what she would be willing to pay and managed to sell it to her at a good price albeit less than my reserve.

Yes, your ebay account should give you the option to offer the highest bidder a "second chance". It goes via ebay and they send the highest bidder an email giving them 24 hrs in which they can agree to buy at their previous bid or ignore and your offer expires.
