I won an auction for a necklace on 12th Feb, it said guarenteed Valentines day delivery, it still has'nt arrived and my emails are being ignored.

Yep, report. I did this to someone and miraculously received an e-mail from them the next day ebay techies were surprisingly formal and efficient.

i give it ten days then report item not received and you should be refunded

You need to report them to ebay.
If they are a business (buying to resell)they have an obligation to refund you or send a replacement under the DSR regs. Don't accept any rubbish regarding them not accepting responsibility for lost items. If Royal Mail lose something it is the responsibility of the seller to chase it up.
