Had 100% feedback for about a year and then ruined it entirely when i had a hectic couple of weeks-ie, was very late paying and sending things.
I didn`t even switch my computer on for a couple of weeks as all 3 dc were ill and dh and then me.
I know its my own fault but can i start again or have i ruined all chances of ever ebaying again.
Can i close the account even though it was suspended.
Have no payment ect outstanding btw and sent the items that were late free of charge in the end.

Crikey, if you sent the items free of charge you can ask the other people who left feedback to withdraw the comments (I think this can be done, it's mutual withdrawal, somethinglike that).

Otherwise I would continue selling under the name you have, but put notes in the ads explaining why the negative feedback in the past, and why it won't happen again.

And was it really just a couple of weeks? I would wait a month before leaving negative feedback, so either you're kidding yourself that it was only a rare bad few weeks, or some very impatient people you've dealt with.
