Buyer not paid - almost 3 weeks!

Lost bank card, broken PayPal...

Give up and relist? I prompted a couple of days ago but have had no reply.

Open an unpaid item case.

Definitely open a unpaid item case. If they pay do send recorded too as I smell trouble. If they don't pay you will get fees back and they will get a strike.
