Well, on the one hand I doubt she can make you pay now- you were invoiced for 1 and the invoice was satisfied. On the other, she is at liberty to block you from buying any more products from her and there is the obvious moral dimension...

However, if she wants you to return them, she will have to pay the postage as it was her mistake. Politely negotiating a discount for the second pack after pointing this out might be the middle way?

no, she can't make you pay for them, or the return postage.

tell her you are willing to hold on to them for 30 days and she is welcome to send a courier to collect them, otherwise, after that time period, you will dispose of them.

i dont really want to buy the pack she sent by mistake from her. as i bought a job lot of someone ,now shes saying she does not know what to do about them as will cost lots to post back.

She has 3 options:
she pays you in advance for the return postage;
she collects in person if you'd be willing for that to happen (I personally wouldn't be); or
she says you can keep them at no cost.

nauticant is correct. The seller is obviously hankering for you to return at your own cost or offer to pay to keep the item.
Stick to your guns and say you will keep hold of them for 30 days if she wishes to arrange a method of return at her own cost, otherwise you will dispose of them.
Even this is generous as a lot of people would just ignore her and keep them. She won't get anywhere with eBay on this one.
