Seller puts item with BIN price. I BIN and pay.

She contacts me basically saying she's going to resist as it was meant to be on for a week. I ask if she's not going to honour the sale and I get no reply and refund issued.

I'm not impressed. Can I neg her even though she's refunded?

Yes of course you can negative her, and you should (I'm a business seller btw!).
