item not received - what happens next

I sold an item and posted it within 24 hours. Over a week later the buyer emails me saying they haven't received it. What happens next?
I posted lots of things at the same time and others have arrived.
Who makes the next step me or the buyer. I am not going to offer a refund straight away as then i will be out of pocket and how do i know they are being honest.
Item was sent 2nd class but not tracked.
Any help much appreciated.

I'm afraid if You did not send it recorded then Ebay will favour with the buyer and You will have to issue a full refund. Sorry!

if you got a proof of postage from the post office you can claim for the list item from Royal Mail - claim form is in their website. You have no choice either way but to refund the buyer - it's up to you whether you want to do that now or wait u til the seller opens a claim via eBay - and eBay will make you refund then as item wasn't sent tracked so you can't prove delivery.

Thanks for your replies. Yes i have proof of posting. Will look on Royal mail website and take it from there.

you can't claim for the loss with RM for 3 weeks. I would ask the buyer to wait a bit longer, and in the meantime check with neighbours/sorting office.
