why is EBay charging me for insertions during the free insertion period?

I want to start selling some items today, the last day of the free insertion period, but at the last step I see an insertion fee.

why is this happening if I haven't exceeded my 100 free insertions? The photos are free.

Is this because of my 20 free insertions that are still running?

Have you added 3 photos to each listing?

sometimes I have. I thought that upto 12 photos were free.

the 100 free listings is a promotion if you add 3 photos and meet other criteria - did you get the invite for that?

I didn't know that I had to add 3 photos each time, thanks. I thought that it was optional. I'll adjust them and see what happens.
