Are sellers allowed to recoup F&F fee on postage from buyers?

Just that really. Seller charged 3 times as much as he actually paid for P&P and sent with cheaper (and slower) method than stated in the listing. I asked for a refund and he said it was because of the F&F fee that Ebay charge on postage.

postage & packing is for just that - not profit or to pay fees. You can neg and leave low stars if you wish. Especially as they sent by a slower method.

What i mean is, he said that he wants to offset the new 10% charge on P&P by sending with cheaper method than stated

and if only 10% how did postage cost a third of what you paid?

In this case you should leave low stars for P&P & delivery time. A small amount over actual post would not bother me but 3 times more is too much. If I over estimate P&P I refund the difference without being asked. Seller needs to allow for any costs in original start price not postage or offer free P&P with costs in the start price. You are right to be peeved.
