Seller mucking about?

I bought an item for 99p postage 3 pounds. Paid immediately by PayPal. Heard nothing for a couple of days and then a message saying seller had been ill, she would post next day. Then today another message . Saying when she came to post it the item was damaged so she has issued refund instead.
Is she just mucking about? Am I ok to leave neutral or negative feedback?
I know I got a refund but it just seems a bit odd.

By all means leave neutral feedback but I think it would be a bit harsh to leave negative fb. After all, she did keep in contact by email and refunded you straight away when she realised item was not suitable for selling. Can see it from your pov thou.

yes you can neg if you want - also if you want low stars to count you need to mark them low.

And double check to see if it gets relisted, they may not have got what they wanted for it.
