Was just buying some items on ebay and went to paypal to pay for my bits when a message popped up inviting me to sign up to paying once I have received my item. Now is it just me, or is this a haven for scammers? Because, unless the seller posts the item recorded and is able to prove delivery, then the buyer will just be able to say item not delivered and not even have to open a case/ wait for a refund? Or am I wrong?
