It ended almost 2 weeks ago.

First time I chased, after 4 days, buyer said her bank card has been cloned and that the bank had told her things would be resolved within a few days, so I said OK, pain when that happens, will be fine.

But her own "deadline" has passed and still no payment. When I've chased again today the bank still hasn't refunded her so she can't make payment.

Obviously if she is left in a situation where she can't access any money then paying £15 for second-hand kids stuff isn't high on her list of priorities and I can wait, but what do you think are my chances of getting paid ever?

There is one feedback posted this weekend about her being a time wasting non-payer but all previous feedback is thank you for prompt payment etc, so I am inclined to believe her but I am also conscious that the item sold for much more than I was expecting and for the same price that you can still get it new on-line, so maybe she has decided she doesn't want it at that price?

The item is very seasonal so if I'm going to sell it again, it needs relisting now.

How soon do I need to open a non-payment dispute so I don't have to pay the Ebay fees? (or do I pay and they refund?) Is there a time limit for opening a dispute?

WWYD?

i would open a dispute now, realistically though you aren't going to get it relisted in time for christmas after dispute but maybe she will then pay

goodness, open a dispute. You waited 2 weeks? Way too patient. Get it opened, close in 4 days to get your fees back and only then can you relist or do a second chance offer. And add to blocked bidder list.
