Been sent a Returns Pre-Paid label from eBay, does seller or ebay foot the cost ?

That's it really, got dispute going on & requested returning item. eBay have found me correct & sent a prepaid label to use, so I'm not responsible for postage.

So do they charge the seller or does it come out of ebay funds ?

ebay pay it, not the seller.

ok thanks - I think I might have been better asking for a partial refund & was going to try to negotiate with seller, especially as I am out of pocket with customs fees...

ebay won't award a partial refund, that would be purely down to the sellers' goodwill.

Ebay pay it but they also keep the seller's FVF to punish them for losing the case, which probably covers the return amount. So yes, seller tends to pay after all.
