returns query, advice please

Sold a top BIN. It was a BNWT top which had XL on the tag. On the description I stated the exact measurements of the top and that it was a size 14 -16. I tried the top to check sizing. I am a 14 and it was ok but slightly too big hence my description. I did this because XL can mean 16 -18 so I wanted to be very clear with the sizing.

Buyer wants to return saying it is too small and not an XL

I have said ok to return (although I am somewhat annoyed - exact measurements were given!)

I have said returns to be at expense of buyer. Can I double check what people think please. Am I right to ask her to pay returns? It was brand new and all measurements given for sizing so I am really not happy to be hit for returns on this one. Thanks.

buyer always pays returns out of own pocket unless not as described.
