Can you leave feedback after opening a case?

Thats it really. If I open a case against a seller can I leave feedback and can they leave feedback?

yes you can. But they can't leave you a neg, and if they leave a neg statement on a pos rating for you ebay will remove it if you ask them. Is it a not as described case?

Seller has agreed to refund me but apparently I have to pay to return recorded delivery so she states

it is correct that is ebay rules unless you return tracked she may not receive and not have to refund, ebay will refund you if you provide tracking info

your original postal costs must be refunded but your return costs are optional

i would not leave feedback before you get the refund

You must return using tracked delivery or Ebay will rule in favour of seller (found this out to my cost). You get to leave f/back regardless.
