Seller Damaged Item after Auction & hasn't refunded.

I won an item on 15th July at auction. I paid immediately by Paypal.

On 18th July, the seller contacted me to say that she had washed the item prior to postage, but that it had "come out funny" so she would refund me.

I went on holiday shortly after & checked my PayPal balance when I came back a few days ago - no refund.

So I contacted her requesting an immediate refund. She replied, saying she thought she'd done it before going on holiday & could she do it when she returned.

Am I right in thinking she must refund me within 30 days? And should I contact the resolution centre?

Also, should I report her for seller non-performance and/or leave negative
feedback?

She has a good rating, with over 300 transactions & no negative feedback.

you need to file a not received dispute and escalate it to get your money back. And yep delay in refunding as well as no item would make me leave a neg and low stars.

File a not received dispute and escalate it, I think you have a time limit to do it, so don't wait till she comes back off holiday.
