Do i need to cancel the transaction or do they need to respond to ebay and do it?

TBH I'm so pissed off with them I would happily let them get a strike.

I wouldn't send them a cancellation at all, just let the unpaid case run and give them a strike. If they refuse the cancellation you won't get your fees back and they will still be able to leave feedback.

I have had loads of these just lately, what is it with buyers at the moment Sad

I had a Spanish buyer who didn't want my item after doing a BiN (I checked her history and saw that she had bought a similar item from another seller). She emailed me direct and via Ebay several times after I started a NPB, I must have received at least 8 emails. If she could speak English (all her emails were in Spanish) I may have explained the Ebay rules to her, but I wasn't sure Google Translate could cope with what I wanted to say!
