WWYD re: uncollected parcel

I have had a large parcel returned to me as "Not Collected".

It cost me £7 to post, but I built some of this cost into the item price and charged £2.50 (we have free P&P on small items, a small P&P on Medium Parcel size and bigger)

The buyer has eventually come back to me to say can I refund her rather than resend it.

So, can I reduce the refund by either a) the amount I charged her for P&P or b) the amount it actually cost?

no not really - if they open a not received dispute they will get all their money back including the p&p

didn't they get a card through the door saying the parcel was waiting for them?

She's very vague, she also took 2 weeks to come back to me! I'm assumimg buyer's remorse or something.
