Why do I need to get 'verified' to use Paypal?

I just bought something for DH's birthday on Ebay and tried to use Paypal, but it's asking me to get verified.

I've never had to do this before, and I dont want to do it now. It's asking me to give bank account details and set up DD instructions, but I'm going to be paying by CC anyway!

Whats it all about?

I think it's to stop people using stolen credit cards with no details?

My husband once had someone clone his card in a hotel, and then they made several purchases on Paypal.
