non payment please advise

Hello, I am after some advice please as am a bit of a novice and dimbo! I sold a collection only item and after a few messages from me they asked me to relist. I have offered to the next highest bidder. Do I have to do something to cancel the first one please? Also, should i give them negative feedback. I would be inclined to just let it go but then they might make a habit of this frustrating thing. if i give them negative feedback can they retaliate and give me negative feedback or can they only give feedback if they paid for the item? Thank you.

open a non paying bidder case for the non payer, close in 4 days and then you will get your fees back. They then will not be able to leave you feedback, and you can't leave them a neg anyway so prob best to not leave them any feedback. You will then get your fees back and they will get a strike on their account.
