Can I offer to second-highest bidder?

Hi

I'm a long-term Ebayer, but this is a new one on me.

Despite clearly stating that I would only post in the UK (been stung once too often when posting overseas) the winning bidder has an address in Israel Hmm

Apart from the fact that they are currently a war-zone, I really don't want to post there as the parcel is heavy and would cost a fortune.
Plus, the winning bidder has zero feedback, which makes me nervous.

I have emailed them to explain the situation, but there's been no response.

Does anyone know how I proceed- can I offer it to the next bidder, or is that bad form.
I'm gutted, cos the item went for a really good price and don't want to lose out.

not yet - you need to file none paying bidder report on day 4, and only once that is closed 4 days later, can you relist or do a second chance offer

Otherwise you won't get your final value fees back - plus you could have 2 buyers, only 1 item

You also need to change your settings to stop overseas bidders
