When did they win the item? You can't open a case for a week I don't think. Invoice them and email them. After that you can either offer the item to the next highest bidder or relist it. Ask ebay for your seller fees back.

you can open a non paying bidder case now - you just need to wait 4 days to open it, then another 4 to close and get your fees back.

yes - otherwise they could both pay, 2 buyers and only 1 item, plus 2 lots of fvf to pay.

ok - well i would still advise waiting until the non paying bidder case is closed - is best to do it by the book in my experience, pain I know but easier in the long run.
