new to ebay, best way to get refund

have bought a used river island jumper. looked great on pic but when it arrived looked like it had been boiled washed.
it is nearly twice as long around the bottom as it is long! imagine a squat bottom heavy triangle.!
is it usual to

ok - first of all message seller, tell them it is not as described and you would like a refund

If they are unhelpful or don't reply within a couple of days you can open a not as described dispute via ebay and they will prob tell you to return it with a signature, ie recorded/courier and ebay will refund you all of your money you paid the seller.
