Opening items to overseas bids?

I want bidders from Western Europe to be able to bid on my items but it seems one of htem can't (she could be blocked in another way).

I thought my items were open. I thought I did it ages ago. However, I now can't find how to do it. I'm sure it's simple.

Ah. Interesting. I thought I had already done her, but she came up on the link you gave so maybe I missed a step. I still don't understand why she was blocked. On my preferences I allow bidders from Europe. Ebay gives as the reason she was blocked as being from a place I don't allow bidders froom. She's from Portugal.
