How long do I have to wait before I can report an item not received?

I won an auction on an ipad over a week ago. I was online when the auction finished and immediately paid via PayPal. Two days later, I had an email from the seller saying that their PayPal account wasn't working and could I pay by direct bank transfer. Not engaging brain immediately, I said ok and he e-mailed back bank details. Fortunately my brain had by then realised this was not a good idea and I e-mailed back saying I wouldn't do that sorry, and if PayPal account didn't work I would have to withdraw from the sale. Within a couple of hours I had a message back saying that's fine, it works now, I quite understand, pay by PayPal. I was slightly suspicious that the "problem" should suddenly be fixed so conveniently but thought I had no choice really but to pay, which I have.
A couple more days passed, and I got an email on 28th saying that it would be posted the next day and he would e-mail the tracking number for the parcel when he had it. Then nothing. I have e-mailed twice to ask for the number and for confirmation that it has been posted. I know it's only been 3 post days since allegedly posted, but I have a bad feeling about it, and it's a lot of money. How long do I need to wait before I can report it not received? And how easy is it to get your money back in this sort of scenario? I have been buying and selling on eBay for ages, and never had anything like this before.

Open a dispute now and be thankful you didn't pay by bank transfer.

Just go straight to Paypal.co.uk and log in and from the resolution centre start the claim. Then make sure you escalate it and then you should get your refund within about a week I think.

Thanks for your reply. I was just about to do just that last night, when I had a message from the seller saying sorry, he's been ill and didn't post til Friday after all. He has left tracking number at work but will let me have it on Monday. Still dubious but feel I'm going to have to wait another couple of days before doing anything.
I also went through his previous feedback with a fine toothcomb. Lots of very positive feedback (plus two very negative ones) but hasn't sold anything for a while. Guess I'm still waiting and seeing for a few days longer!
