Sounds wrong to me - they should be refunding the whole amount - email the seller or open a dispute

I know the buyer pays postage if they send something back, but surely not if it never arrived?

no it is not right, you are entitled to a full amount, and if they refuse open a not received case with eBay for the balance, and leave appropriate feedback and stars.
