Refund problems

I sold some clothes on eBay about a month ago. One item sold for 99p plus postage so total was £3.49. It was the last of my items to sell so I left the £3.49 in my PayPal account. The item hasn't turned up. The buyer originally contacted me and I confirmed the date I sent it. Then I chased them up but they said they hadn't received it and were hoping if would turn up that week. I then got a message the next week saying it hadn't arrived. I forgot to respond for a couple of days so the buyer opened a case.

It's told me I need to issue a refund by 26th June. I went on to do it today but I'm really struggling. The £3.49 in my account is frozen due to dispute. I tried to add funds to my PayPal but I need to verify my bank account. That's going to take 2-3 days then it says it take 5-7 days to add funds. I thought I could just do it using my debit card but apparently not. I've messaged the buyer to explain this but had no response. What do I do? What happens if I don't give the refund by the date given?

Contact eBay and explain what's going on they should help you. Also do you have proof of posting as that might have a bearing to.

If the money is frozen you should just be able to issue a refund, there should not be the need to transfer more money over.

I've tried issuing the refund through PayPal but it comes up that I don't have enough funds and a link to add funds. I think I have the receipt somewhere. I will have to have a look.

so there isn't enough credit in your paypal account and the freeze on the money has put your account in the red?

My PayPal count balance is showing as 0.00. I'm happy to do the refund I just can't work out how to do it in the time given (which was yesterday).
