Item Not Arrived - how do I approach seller?

I purchased a T Shirt for my daughter (99p plus P&P). It has been three weeks and the item has not arrived. I am going to contact the seller directly but am not too sure about my rights here i.e. can I as for a refund?

I have looked again at the seller profile and there seem to be several complaints about non-receipt of goods - serves me right as I should have looked.

you can just ask them when it was posted and when it will be received. If no response or they just make you wait longer just open a not received case with eBay and they will refund you. Then you can leave appropriate feedback
