What happens to non-paying buyers?

Is there any way for sellers to be aware of non-paying buyers who have had an eBay 'strike'? If not, what's the point in this, especially as negative feedback can't be left for buyers.

I'd be interested to know this too. I've had to raise cases against non payers and it's annoying that as a seller you cannot leave negative feedback. eBay favours buyers.
